Utility Assistance

The Utility Assistance Program assists with energy utility payments. 

RPMC’s Energy Assistance Program focuses on meeting the home energy needs of low-income individuals and families through energy utility payment assistance and education on controlling energy costs. Clients must meet income eligibility in order to qualify.

What information will I need to provide?

To complete your application, you will need to complete an intake interview with a staff member or apply online. After you complete the online application or intake interview, you will need to submit the following information:

Check service availability in your area.

Completed Client Consent Form – required for all applications

Completed Systematic Alien Verification for Entitlements (SAVE) System Certification Form – required for all applications.

Proof of Assistance needed, provide copies of all pages (front and back) of utility bills

Proof of income for all household members who are 18 years of age or older for the thirty (30) days prior to the date the consent form is signed. This may include:

Landlord Agreement, for renters requesting Heating or Cooling Appliance repairs

MAACLink Consent form, for Atmos customers only

Who is eligible?

Eligible beneficiaries must have a gross income below 150% of the Federal Income Poverty Guideline limits as shown below.

How do I apply?

As of February 6, 2024, Rolling Plains received the cap of online and paper applications. We are moving as quickly as we can to process current requests. 2024 applications will not be available until further notice. Thank you for your understanding. 

  • Four (4) current check stubs, if paid weekly
  • Two (2) current check stubs, if paid bi-weekly or twice a month
  • One (1) current check stub, if paid monthly
  • Social Security award letter
  • Retirement income letter
  • VA award letter
  • TANF letter or printout (for the previous thirty days)
  • Declaration of Income Statement, for adults who have not received any income
  • Employment Verification Form, for adults who do not have all paystubs
  • Documentation of any other income received by household members for the thirty (30) days prior to the consent form date
