Veteran Assistance

We care about our veterans and want to serve those who have served our country. Our Veteran Assistance programs enable eligible veterans to maintain safe and secure housing through financial assistance and home modifications.

The Veteran Housing & General Assistance Program assists qualifying veterans and surviving spouses with maintaining secure housing and utility services within the fourteen counties served by Rolling Plains Management Corporation’s Community Services Program. Eligible applicants may receive assistance with rent, water, and energy utility costs. 

The Veteran Roofing Project provides roof repairs and minor home modification for eligible veterans’ homes within the twenty-eight counties served by Rolling Plains Management Corporation’s Weatherization Program.

Required documents

What information will I need to provide?

To complete your application, you will need to complete an intake interview with a staff member. Following the interview, the staff member will request the following information:

Check service availability in your area.

Completed Client Consent Form – required for all applications

Proof of Assistance requested:

  • All pages (front and back) of energy utility bill(s), if requesting utility or roofing assistance
  • Invoice and lease, if requesting rental assistance

  • Self-Statement of Need
  • Proof of income for all household members who are 18 years of age or older for the thirty (30) days prior to the date the consent form is signed. This may include:

Proof of Veteran discharge status using one of the following documents, if applicable:

Proof of status as a Surviving Spouse using one of the following documents, if applicable

Who is eligible?

Eligible beneficiaries for the Veteran Housing & Utility Assistance Program must be:

  • A Veteran with any discharge status other than dishonorable, or 
  • A surviving, non-married spouse of a deceased Veteran whose spouse had any discharge status other than dishonorable.

AND

  • a documented statement of need.

 

 

Eligible beneficiaries for the Veteran Roofing Project must be:

  • A Veteran with any discharge status other than dishonorable, or 
  • A surviving, non-married spouse of a deceased Veteran whose spouse had any discharge status other than dishonorable.

AND

  • have a gross income below 80% of the median family income, or
  • receive service-connected disability compensation

How do I apply?

To learn if you are eligible, contact the office below based on your county of residence. A staff member will speak to you about program eligibility requirements, explain the application process, and discuss program benefits.

  • Four (4) current check stubs, if paid weekly
  • Two (2) current check stubs, if paid bi-weekly or twice a month
  • One (1) current check stub, if paid monthly
  • Social Security award letter
  • Retirement income letter
  • VA award letter
  • TANF letter or printout (for the previous thirty days)
  • Declaration of Income Statement, for adults who have not received any income
  • Employment Verification Form, for adults who do not have all paystubs
  • Documentation of any other income received by household members for the thirty (30) days prior to the consent form date
    *If you do not have any of the above documentation, please contact the local office for assistance
  • Photo ID (Driver License or Identification Card) with “VETERAN” designation
  • Photo ID (Driver License, Identification Card, or Passport) and a Military service document that is listed below and includes Character of Service
  • Veteran Identification Card (VIC) or Veteran Health Identification Card (VHIC) and a Military service document that is listed below and includes Character of Service
  • Uniformed Services Identification (USID) Card and a Military service document that is listed below and includes Character of Service
    • DD Form 214, NGB Form 22, or NA Form 13038/Certification of Military Service, Benefit Summary and Service Verification Letter *including Character of Service *must be listed and Photo ID examples listed above.

A Surviving Spouse is a person who was the spouse of the Veteran at the time of the Veteran’s death and (a) who lived with the Veteran continuously from the date of marriage to the date of the Veteran’s death, and (b) has not remarried or has not since the death of the Veteran and after September 19, 1962, lived with another person and held himself or herself out openly to the public to be the spouse of such other person. 

  • Photo ID (Driver License, Identification Card, or Passport)
  • Deceased Veteran Spouse’s Status – see Veteran section #5 to verify eligibility documents
  • Uniformed Services Identification (USID) Card listing Veteran Spouse as Sponsor
  • These two required documents:
    • Marriage Certificate or Registered Common Law Marriage Declaration
    • Death Certificate
